Board

Kim Dunphy has served over 30 years in progressively responsible positions with the Government of Newfoundland and Labrador in the area of occupational health and safety enforcement and regulation, 14 of which were as Assistant Deputy Minister, Occupational Health and Safety Branch, Service NL.

She was a key participant throughout the development of Part III.1 of the Canada-Newfoundland and Labrador Atlantic Accord Implementation Act as the occupational health and safety policy advisor for the Newfoundland and Labrador government.

Kim has extensive Board experience, serving as Director with the Canada Standards Association (CSA) Group, the Workplace Health and Safety and Compensation Commission NL, the Newfoundland and Labrador Construction Safety Association, Safety Services NL and as Governor at the Canadian Center for Occupational Health and Safety (CCOHS).

Kim attended Memorial University and is a graduate of St. Francis Xavier University, Nova Scotia, B.Sc. She also attended Ryerson Polytechnical studying Environmental Health subsequently obtaining a CPHI(C) designation.

Wes Foote is an engineering professional with over 35 years of diverse oil and gas experience in both the public and private sectors, culminating with an executive position (Assistant Deputy Minister, Petroleum Development) with the Department of Natural Resources, Government of Newfoundland and Labrador. Mr. Foote has a broad understanding of current technologies and practices utilized in the oil and gas sector, backed by solid hands-on experience in the Atlantic Region as well as Western Canada.

Mr. Foote has represented the Province through his work at the Department of Natural Resources via the Frontier and Offshore Regulatory Renewal Initiative and assisted in the development of legislation and regulations in the areas of Occupational Health and Safety, Environmental Protection, Operations and Land Tenure.

Wes is a graduate of Memorial University of Newfoundland and a member of the Professional Engineers and Geoscientists Newfoundland and Labrador. He lives in St. John’s with his wife Diana.

Brian Maynard has had a diverse mixture of experience over his 35 year career. For the last several years he had served as a Board member for Nalcor Energy, Newfoundland and Labrador’s crown corporation with interests in electricity and offshore oil and gas.

Prior to that, he worked for Marathon Oil Canada Corporation (MOCC), a subsidiary of Marathon Oil Corporation, for almost nine years.  Brian joined MOCC as Director of Government, Regulatory and Commercial Affairs and in January 2015 was appointed President of MOCC, a position he held until MOCC was sold in June of 2017.

From 2003 to 2008, Brian was a Vice President with the Canadian Association of Petroleum Producers (CAPP). Before joining CAPP, Brian was the Deputy Minister of Mines and Energy for the Government of Newfoundland and Labrador.  He had a 20 year career with the Government, beginning in 1983 as an auditor with the Department of the Auditor General.  In 1988 he became a member of the government team involved in the negotiations that led to the development of the Hibernia oil project. Subsequent to that he served in various positions involved in resource development with the Newfoundland and Labrador government until his appointment as Deputy Minister in 1999.

Mr. Maynard graduated with a Bachelor of Commerce Degree from Memorial University of Newfoundland in 1983 and is a Chartered Professional Accountant. He and his wife Susan have three children and primarily reside in Calgary, Alberta but spend considerable time in British Columbia and Newfoundland and Labrador.

Sharon Murphy has extensive experience in the energy industry. Sharon was an Executive Officer with Husky Energy and held senior leadership positions with Chevron Corporation, Norsk Hydro, Marathon Oil and Hibernia.

Sharon’s professional experience includes corporate affairs, marketing, business development, exploration, development and operations. In the business development arena, she oversaw acquisitions, technology promotion and new country entry initiatives.

For six years she served as a Board Governor on the Canadian Association of Petroleum Producers (CAPP), as well as Chair for several national committees. She also served as the interim Chair of Newfoundland’s Oil and Gas Company.

Sharon is a graduate of Memorial University and has been active with several charitable organizations.

Karen has worked in the energy sector for nearly 25 years, focusing on strategic management, business operations, quality and customer delivery.  She  serves as Chief Operating Officer (COO), responsible for the following companies: Atlantic XL, Additive XL and iEAS XL in Canada, and  Caribbean XL in Guyana.  Karen is also part of the management team of XL Global Group in Aberdeen, UK.

Under her leadership, there has been an evolution in the businesses she manages, with a focus on clean energy, innovation, and continuous improvement.  In 2023, Additive XL was recognized with the province’s first commercially available 3D metal printer.  This achievement supports Karen’s passion to be part of clean innovation and growth, as well as decreasing carbon emissions along the Additive Manufacturing journey.

Karen has worked on several boards. In 2022, she finished her tenure with EnergyNL where she served four years as director and three years on Executive as Vice Chair, Chair and Past Chair.  During that time, the board worked with management to grow the organization, moving it from an oil and gas focus when it was Noia, to a larger energy mandate as it moved to EnergyNL.  In 2021, Karen was Co-Chair of the Newfoundland and Labrador Oil and Gas Industry Task Force, which was mandated to review ways to innovate the industry, as well as create an energy transition roadmap.  She is also part of the 2025 Canada Games Governance Committee, and recently finished her term with the Janeway Children’s Hospital Foundation board. In February 2024, she was also successful in becoming director on the St. John’s Board of Trade.

Through these varied board experiences, she has had opportunity to participate and affect change through regulatory and policy discussions.

Karen graduated with a Bachelor of Commerce (Honours) at Memorial University of Newfoundland and Labrador, and Strategic Management program at Oslo’s Norwegian School of Management.  Most recently, she completed the Directors Education Program at the Institute of Corporate Directors, also obtaining her Director designation.

Through her current role, she has continued to grow her relationship with local post-secondary institutions and high schools.  Karen’s goal is to further develop the local market in Additive Manufacturing through work terms, hands on exposure, and educational seminars.

Karen has been recognized for her efforts as Energy NL’s 2014 first Rising Star, profiled in OGM and Memorial University’s Up and Coming, and several years running has been nominated for the RBC Women of Influence
