Project‑Based Environmental Assessments

As part of its responsibilities under the Accord Acts for environmental protection, the Canada-Newfoundland and Labrador Offshore Energy Regulator (C-NLOER) assesses the potential environmental effects of petroleum related work or activity proposed for the Canada-Newfoundland and Labrador offshore area (Offshore Area).

In accordance with the C-NLOER’s responsibilities under the Accord Acts and section 82 of the Impact Assessment Act (S.C. 2019, c.28, s. 1) (IAA 2019), the C-NLOER undertakes an Environmental Assessment (EA) of petroleum activities proposed for the Offshore Area for which an EA, pursuant to IAA 2019, is not required. EAs required and led by the C-NLOER are referred to as Accord Act EAs.

In accordance with its responsibilities under section 23 of the IAA 2019, the C-NLOER provides specialist or expert information or knowledge to the Impact Assessment Agency of Canada (IAAC) for designated projects requiring environmental assessment triggered under the IAA 2019, and for projects initiated under the previous legislation, Canadian Environmental Assessment Act (S.C. 2012, C. 19, s. 52) (CEAA 2012) and continuing under IAA 2019.

Accord Act EAs and their associated documentation, as well as EAs conducted under IAA 2019 are available on this website. The documents available to the public that pertain to the EA process are listed. The “Active” and “Completed” columns list EAs that are ongoing or have been recently completed. Each project found below links to a list of documents related to the EA. Information from the “Archived” column is available to the public and can be obtained by sending a request to the C-NLOER’s Information Resources. Designated Projects under IAA 2019 and previously CEAA 2012 are managed by the IAAC. Comments on Designated Projects should be sent to the IAAC. Details on these projects may be found here: https://iaac-aeic.gc.ca/050/evaluations/?culture=en-CA.
